Under the leadership of the President of the Republic of Azerbaijan, H.E. Mr. Ilham Aliyev, large-scale reconstruction and infrastructure projects are being implemented across Karabakh and East Zangezur, opening up new opportunities for the region’s sustainable development. With its rich economic resources, natural reserves, energy potential, advantageous transport and transit position, and vast tourism opportunities, the region presents real prospects and long-term opportunities for both local and foreign investors. 

The exemption of businesses operating in the liberated territories from profit, land, property, and simplified taxes, as well as from VAT and customs duties on imported technologies, raw materials, and production equipment, has created a highly favorable environment for industrial growth and business activity. Two industrial parks established in the region provide ready-to-use infrastructure financed by the state, simplified administrative procedures, and additional incentives, further strengthening the industrial and manufacturing ecosystem. Notably, the Aghdam Industrial Park has already become the second-largest in the country by the number of resident companies, producing goods for both domestic consumption and export. 

The reintegration of our liberated lands into the national economic system opens wide horizons for regional partnerships. The rapid restoration of the territories, reconstruction of social infrastructure, construction of road and railway lines, and commissioning of international airports accelerate the integration of these areas into regional and international transport networks, thereby enhancing the region’s economic potential. 

Ongoing economic reforms and a favorable legal and institutional framework have further strengthened Azerbaijan’s investment appeal and supported the development of a competitive human capital base. The country’s sovereign credit ratings have recently been upgraded by leading international agencies such as Moody’s and Fitch Ratings, reflecting this positive progress. 

We invite business representatives to take advantage of the wide range of opportunities available in our liberated territories and to actively engage in partnerships within Azerbaijan’s favorable investment environment. We are confident that the Rebuild Karabakh exhibition, by showcasing the region’s existing potential, will make a significant contribution to forging new partnerships and accelerating the development of Karabakh and East Zangezur.

This exhibition, which has now become a tradition, plays a special role in fostering useful initiatives and effective cooperation among local and international business representatives in the restoration, reconstruction, and development of Karabakh and Eastern Zangezur. Following this glorious Victory, the state has been taking consistent and purposeful steps to rapidly restore, reconstruct, and sustainably develop these territories. In Kalbajar, these activities are systematically implemented within the framework of the First State Program on the Great Return to the Liberated Territories of the Republic of Azerbaijan. 

The Rebuild Karabakh Exhibition serves as an important platform for in-depth discussion of the restoration and development potential of the Karabakh and Eastern Zangezur regions, as well as for presenting their economic and investment opportunities. 

The exhibition also encourages international companies and business organizations to actively participate in the reconstruction of these territories. Its main goals include increasing investments in the liberated territories, involving foreign partners in infrastructure reconstruction, the construction of public facilities, and other key projects. 

The innovative products, services, and technological solutions showcased at the exhibition will expand cooperation opportunities across various sectors of industry, foster the establishment of new partnerships, and contribute to signing mutually beneficial agreements.

Immediately following the historic Victory achieved by the heroic Armed Forces of the Republic of Azerbaijan under the leadership of the Supreme Commander-in-Chief, President Ilham Aliyev, during the 44-day Patriotic War, rapid and large-scale restoration and construction works were carried out in the liberated territories, and the “Great Return” of former internally displaced persons to their ancestral lands began. Today, Karabakh, where multifaceted and large-scale reconstruction continues, has become a prime space for the implementation of major projects. At the same time, all necessary measures are being taken to ensure comfortable living for our compatriots. Our esteemed President Ilham Aliyev has repeatedly stated in his speeches that the Karabakh and Eastern Zangezur regions will become not only some of the most beautiful places in Azerbaijan, but also in the Caucasus and the world. 

In line with the President’s directives, the State Housing Development Agency actively participates in the restoration and reconstruction of the liberated territories. The Agency has built residential complexes in the Fizuli and Jabrayil districts, carried out major repairs and reconstruction of residential buildings in Khojali, and undertaken landscaping and development of the area. 

The State Housing Development Agency has supported the Rebuild Karabakh exhibition since its inception and is participating for the fifth consecutive year with its own stand, presenting its projects to visitors. I am confident that the local and foreign companies participating in the exhibition across various sectors will contribute to the further development and prosperity of Karabakh.

Under the leadership of the President of the Republic of Azerbaijan, profound economic reforms and systemic initiatives aimed at fostering entrepreneurship are contributing significantly to the comprehensive advancement of our country. In recent years, Azerbaijan’s economy has demonstrated growth: in 2024, the gross domestic product amounted to 126.3 billion manats, which is 4.1 percent higher compared to the previous year. The added value in the oil and gas sector increased by 0.3 percent, while in the non-oil and gas sector it grew by 6.2 percent. This is a tangible result of the joint efforts of the state and the private sector. 

The “Great Return” Program to the territories liberated from occupation is already being implemented in practice. Over the past two years alone, hundreds of infrastructure projects have been put into operation in the Karabakh and East Zangezur economic regions, including airports, highways, railways, and energy centers. Favorable conditions are being created for employment and entrepreneurial activity, and tens of thousands of new jobs are planned to be generated. 

The declaration of Karabakh as a “green zone” and the implementation of projects on alternative and renewable energy further strengthen the confidence that Azerbaijan will become an exporter of green energy. Today, international investors have already allocated over 2 billion US dollars to “green energy” projects. 

Dear friends, BakuBuild and Rebuild Karabakh are not only business platforms but also symbols of solidarity, cooperation, and confidence in the future of Karabakh’s restoration.

On behalf of the Karabakh Revival Fund, I welcome you to the 5th Anniversary Azerbaijan International Restoration, Reconstruction and Development of Karabakh Exhibition — Rebuild Karabakh. 

Following the historic Victory achieved in the 2020 Patriotic War under the leadership of the Victorious Commander-in-Chief, President Ilham Aliyev, a strategically significant phase of restoration and reconstruction began for our country. This phase aims not only at rebuilding physical infrastructure but also at revitalizing social, economic, and cultural life, as well as establishing a new development model in the liberated territories. Under the leadership of the Head of State, large-scale and successful efforts have been carried out in a short period of time. 

To support initiatives implemented in these areas, the Karabakh Revival Fund was established by the Decree of the President of the Republic of Azerbaijan on January 4, 2021. In addition to contributing to the restoration and reconstruction process in the liberated territories, the Fund promotes active participation of civil society in this process. It also carries out consistent and systematic activities in restoring historical and cultural heritage, preserving ecological balance, and implementing projects in the social-humanitarian and educational spheres. 

Since 2021, the Fund has considered the “Rebuild Karabakh” exhibition an important platform for engaging the broader public in the restoration process, fostering joint initiatives with partners, and expanding opportunities for cooperation in social, humanitarian, cultural, and ecological fields. 

I am confident that this year’s “Rebuild Karabakh 2025” exhibition will again serve as a productive venue for exchanging valuable ideas and fostering collaboration among partners, contributing to the sustainable development of Karabakh and the establishment of modern infrastructure.
